Pennsylvania Licensure & Regulatory Compliance
Joy's Home Health Care Services LLC is a licensed non-medical home care agency operating under the authority of the Pennsylvania Department of Health, in accordance with the Home Care Agency and Home Care Registry Act (Act 69 of 2008) and its implementing regulations at 28 Pa. Code Chapter 611. We maintain all required licensure, comply with all applicable state and federal regulations, and are subject to periodic inspection and oversight by the Pennsylvania Department of Health.

Every client of Joy's Home Health Care Services LLC has the following rights, which we are committed to upholding in every interaction and every care visit.
Right to Dignity & Respect
To be treated with courtesy, respect, and dignity at all times, regardless of age, race, gender, religion, disability, national origin, or any other characteristic.
Right to Privacy & Confidentiality
To have personal, medical, and financial information kept strictly confidential and shared only with those directly involved in your care or as required by law.
Right to Informed Consent
To receive clear, complete information about the services being provided, to ask questions, and to give or withhold consent before any service begins.
Right to Participate in Care Planning
To actively participate in developing, reviewing, and modifying your care plan, and to have your preferences and goals reflected in the services you receive.
Right to Refuse Services
To refuse any service or to discontinue services at any time, and to be informed of the potential consequences of that decision without fear of retaliation or penalty.
Right to Voice Grievances
To file a complaint or grievance about the care or services received without fear of discrimination, retaliation, or interruption of services, and to have that complaint addressed promptly.
Right to Know Your Caregiver
To be informed of the name and qualifications of the caregiver assigned to your care, and to request a different caregiver if you are not comfortable.
Right to Safe, Quality Care
To receive care that is safe, competent, and consistent with your individualized care plan, delivered by screened, trained, and supervised caregivers.
Privacy Practices
We are committed to protecting the privacy of every client. The following describes how we collect, use, and safeguard your personal information.
Information We Collect
We collect personal information necessary to provide care services, including name, contact information, health status relevant to care needs, emergency contacts, and billing information.
How We Use Your Information
Your information is used solely to coordinate and deliver care services, communicate with you and your authorized representatives, and comply with applicable legal and regulatory requirements.
Information Sharing
We do not sell, rent, or share your personal information with third parties for marketing purposes. Information is shared only with caregivers and staff directly involved in your care, or as required by Pennsylvania law.
Data Security
We maintain appropriate physical, electronic, and procedural safeguards to protect your personal information from unauthorized access, disclosure, or misuse.
Retention
Client records are retained in accordance with Pennsylvania Department of Health requirements and applicable state law. Records are securely destroyed when retention periods expire.
Non-Discrimination Policy
Joy's Home Health Care Services LLC does not discriminate in the provision of services or employment on the basis of race, color, national origin, ancestry, religion, sex, gender identity or expression, sexual orientation, age, disability, marital status, familial status, or any other characteristic protected by applicable federal, state, or local law.
This policy applies to all clients, prospective clients, employees, and applicants for employment. If you believe you have been subjected to discrimination, you have the right to file a complaint with the Pennsylvania Human Relations Commission or the U.S. Department of Health and Human Services Office for Civil Rights.
Emergency Procedures
The safety of our clients is our highest priority. Our caregivers are trained to respond appropriately in emergency situations.
Call 911 Immediately
In any life-threatening emergency, the caregiver will call 911 without delay and remain with the client until emergency services arrive.
Notify Emergency Contacts
The caregiver will promptly notify the client's designated emergency contacts as listed in the care plan.
Contact Our Care Coordinator
Our on-call care coordinator will be notified of any emergency and will coordinate follow-up care and communication with the client's family.
Document the Incident
All incidents and emergencies are documented in accordance with Pennsylvania Department of Health requirements and our internal incident reporting policy.
Grievance & Complaint Process
We take all complaints seriously and are committed to resolving them promptly and fairly. If you have a concern about the care or services you have received, we encourage you to contact us directly.
- 1Contact our office by phone or in writing to report your concern.
- 2A care coordinator will acknowledge your complaint within one business day.
- 3We will investigate the matter thoroughly and keep you informed of our progress.
- 4A written response and resolution will be provided within ten business days.
- 5If you are not satisfied with our response, you have the right to file a complaint with the Pennsylvania Department of Health.
